As Goddard points out, the first point to be emphasized is that such people cannot be recognized from their physical appearance. The most dangerous group of mental defectives are those who are in no way different from the intelligent man, and not only in outward appearance, but in conversation and bearing, often pass for normal. They are thought to be simply untutored and it is supposed that training will bring them up to standard. But that such is not the case is testified to by the presence of hundreds of such cases in institutions for the feeble-minded, and by thousands of others who are not in such institutions, but who are recognized by those who know the feeble minded, as being mentally deficient. It should further be noted that those forms of amentia, such as idiocy and imbecility, which are easily recognizable, even by a layman, constitute but a small percentage of the mentally subnormal.
