But this is a small part of the test to which we are to be subjected. The principles involved in this war, are those which lie at the very foundations of our government. Some of these have been decisively and, as we may hope, permanently settled. But others which have been evoked in the course of the contest, are still in controversy among the ablest and most patriotic friends Of the Union.
