Excerpt from Calendar of State Papers: Domestic Series, of the Reign of Charles I, 1627 1628, Preserved in the State Paper Department Her Majesty's Public Record Office<br><br>The first of them was written on the back of a letter addressed to the King by Lord Treasurer Marlborough and Sir Richard Weston, the Chancellor of the Exchequer. Some one had privately suggested to the King that an increase of revenue might be obtained by making various alterations in the Customs' duties on articles both of export and import. This informant had even given the King a list of suggested new rates of duties. The King sent the paper to the Lord Treasurer and the Chancellor of the Exchequer, who referred it to the consideration of certain officers of the customs. Their answer was, that, with respect to the suggested increase on articles of export, the greatest part of the articles in question were manufactures which were already taxed to their full value, and that they would not bear any increase.
