Excerpt from Brief Digest and Index of the Various Annexations of Foreign Territory Made by the United States of America<br><br>Sec. 2 provides that the executive power shall be vested in a governor, to hold office for three years, unless removed.<br><br>Sec. 3 provides for a secretary of the Territory, with certain powers.<br><br>Sec. 4, that in case of the absence of the governor, the secretary should perform his duties.<br><br>Sec. 5 vested the legislative power in a governor and in thirteen fit and discreet persons of the Territory, to be called the legislative council, to be appointed by the President of the United States. They might enact such laws and regulations for the government of the Territory as should not be inconsistent with the Constitution and laws of the United States, and amend and modify existing law.
