On this point I have been led to modify my former View so as to recognise that many of the arguments Which I used to justify the assigning of certain social functions to the State in fact only justify their assigning to some body which, like the modern State, is structurally inclusive in that all the members of the community are also its members. I had already hinted, in the first edition, that the functions Which require to be performed by an inclusive association might well be divided among several such associations, as they call for different types of capacity and relate to essentially different groups of questions (see p. I have now put this point of view much more strongly, without attempting to develop at allits practical implications.
