Excerpt from Sixth Annual Report of the Board on Indian Commissioners: For the Year 1874<br><br>Apparently no effort has been made in the seven years of existence of these treaties to secure a compliance with this stipulation on the part of the Indians; the agents have reported themselves powerless to enforce it, and the Indians, as a rule, have refused to allow their children to attend school.
