He faid, that, for an ideal revenue of five or fix undred thoulhnd pounds, fifteen millions had been already expended that great profeflions had been made from the throne two years back, of what was to be done; but, infiead of finding them fulfilled, he per ceived that fallen: er cfibgere g/i triumpbus with the minifiry 3 for that lafi fummer our coafts (warmed with the American privateers and how much their force was dreaded by go vernment, he could rove, being himfelf an eye-witncfs of the fortification of ublin harbour, which had never been deemed necefl'ary before, even in a war with our natural and molt inveterate enemies that (0 far from our fucceeding. He did this, he faid, with the greater readinefs, as he trufied it would be univerfally allowed that the prom fition came from the pureft and molt liberal motives and as the young nobleman by whom it was offered was (0 circum fianced in pomt of fortune, family, and dignity, that it was impoflible for any caufe to atl'efl the {late in general, without having a fimilar effect with refpeft to him in articular he therefore hoped the motion would be confider by the Houfe with a more ferions degree of attention.
