Excerpt from Annual Report of Program Activities, National Institute of Mental Health: Fiscal Year 1972; Parts I-II<br><br>Perhaps the year just past can best be epitomized for the nimh Intramural Research Program as the year when the total nimh appropriation went up from approximately $400 million dollars to $600 million, while the strength of the Intramural Program, which has lost 20 percent of its manpower during the past five years, was slightly decreased. One could explain this in several ways, but it is clear that non-targeted research (the Division of Extramural Research Programs did not fare any better) was not seen in 1972 as the answer to the problems of mental illness. (the only budget increases for research were for drug abuse and alcoholism, which were the focus of much legislative and political action in The pressure for widening the availability of such mental health services as can be provided on the basis of present knowledge seems considerably greater than pressure for new knowledge to provide more effective answers.
