The Natives of the two Republics shall enjoy lhe most unrestricted liberty of proceeding with their ships and cargoes 10 all the towns, forts and rivers of either State, wherever the Subjects and Citizens of the most favoured Nation are now, or shall hereafter. Be allowed to enter. 'l'hey may stay and reside in any Town of the said Republics, and engage in, and exercise, in full and complete secmity, any trade.
