Excerpt from The United States and Spain in 1822<br><br>By this act the United States announced its intention to acknowl edge the independence of the revolted colonies of Spain in America which stretched from the parallel of forty-two degrees, north lati tude, to Cape Horn. With the exception of the Portuguese mon archy seated at Rio de Janeiro,8 the North American republic was the first member of the family of nations to extend the hand of fellowship to the new Hispanic states.
